I have an Xvid/AVI movie that's about 5-10 mb too big to fit onto a CD. I think if I can drop the frame rate from 25 to 20 I'll be able to shrink it down.
Is there any software out there that would allow me to this. or otherwise make it smaller?
Thanks!

Using a 74 or 80min blank CD? Can try over burning the CD with nero.
Could re-encode, but would get lesser quality. 24,25 and 30 are common frame rates so wouldn't lower them any further.

Thanks everyone! Here's how I solved the problem.
In a previous thread I asked how I could make an Xvid/AVI small enough to fit onto a single CD. Thanks to the many helpful responses, I knew what to google on the web and found an excellent little program called AVI ReComp.
I won't try to explain it in detail (I'm too much of a video noobie
), all I can tell you is I simply told it to make the file 695 mb, then it used VirtualDub and AVISynth to accomplish the task. Worked perfectly!
Hopefully this will help any others out there who aren't yet expert enough in VirtualDub to do this manually.
Cheers, and thanks for all the help from the Free-Codecs forum members!
