my computer will not let me unistall codecs it says they are removed when i delete them but when i restart its there again??????? helllp me

Lot of times codecs will still be littered (in System32 folder) so you have to unregister/uninstall them.

it still wont let me delete them it says theres an error with ir50_32.dll
should i reinstall windows??

Maybe you get this error message because that .dll (responsible for Indeo Video 5) doesn't exist, has been deleted, it's broken, etc.
Check your installed codecs with Sherlock.
If there are broken ones, try to unregister them with RadLight Filter Manager. If not succeeded, maybe should reinstall the Indeo Video 5 Codec then unregister it and then may delete the DLL.

Another useful tool to remove codecs is DirectShow Filter Manager
