Does the norton gives you any message when you started downloads
Are you using any download managers or you are P2P client

Did you do a clean reinstall, or a "repair" reinstall? What problem did you have that caused you to need to do a reinstall?
What version of Windows did you reinstall?
You are able to access the internet, or you could not have posted here. But you are unable to download music, so we need to know more about what is not working:
What program(s) are you using when you try to download? This means the tools that Softy asks about in his response. What are they? What browser are you using?
Can you download other files, like images and videos, or is this only affecting music?
Can you download single music samples using your browser alone, but not using some other tool you are used to using?
Do you have a firewall installed? If you are running Windows XP SP2, is that firewall enabled or disabled, and are you running any additional firewall? (Like Norton's?)
