Assuming you installed it properly, could be something wrong with file.
Free-Codecs does have Ogg Vorbis CODEC for MSACM 0.0.3.6 that should work:
http://www.free-codecs.com/download/Ogg_Vo...C_for_MSACM.htm
*Also, could try different player or the RAdlight vorbis filter which works with more direct show players.

from a google archive of a DivX.com forum, vintage August, 2003:
The DivX Player that's bundled with the codec installer is now able to playback many directshow based formats, so video;'s that has been muxed with Ogg streams should playback fine. (just make sure the OggDirectshow filter is installed on your system).
I don't know how relevant that is two years later, or even what the OggDirectshow filter is, but there you have it.
The forums are at http://forums.divx.com/eve and may be able to help you.
Along the line of Mischcabob's suggestion, another comment says:
"Maybe you should just use a real media player : zoomplayer is really fine, you can even add buttons to the bar to switch in one click of audio track or subtitle." Though maybe i am misinterpreting that.

thank u very much mischcabob and jim pivonka. really appreciate ur help.
i solved my problem. its related to the vorbisacm.inf file. the first file i downloaded was 854bytes n tat installed successfully but wit screechy sound. then i downloaded a similar file but it was 811bytes n tat installed successfully n wit the correct n perfect sound.
guess i was unlucky the first time to download an outdated vorbisacm.inf file. sorry for my careless mistake.
thanks guys. u made my day. cheers.
