Looking for a Command Line utility...

Hi you all...
First time here and I'm desperately looking for a command line utility that will do a number of things for me!
Number 1 in my list comes the ability to REMOVE CRC from an MP3 file, Lame only adds... :-(
Number 2 would be to convert (downsample) and VBR or CBR above 192 to 192 CBR format, Lame can probably do that.
And Number 3 would be to REMOVE ID3V2 if exists, Lame can probably do that as well!

Thats all I need... AM I asking for too much?
I wouldn't mind it if there were 2 utilities to achieve all 3...

Hi!
Convert (decode) source audio to WAV first, it will remove the tags then re-encode without CRCs and at 192 CBR. I do this with RazorLame interface or some other audio converter but it must be working from command line as well.
