I have followed every instruction to the letter. I downloaded both the .RAR files and the .ZIP file and extracted them to /programfiles/vorbis, then right clicked on the .INF and ran the install. I checked my sound devices as instructed and even ran the recommended utility which showed the OGG files I downloaded had the required codec. When I click on any of the music I get an error that there is no program to run them. I tried selecting vorbis.acm as the program to run them, but this failed as well.
I am sure I am doing something dumb, but I'm new to all this. Any help would be much appreciated.

Did you try to play the files using Winamp?
What codecs did you install?

I followed the instructions on this website, that is, right-clicked on vorbis.inf and ran "install". Then I ran the control panel check to see what was installed and they are shown as installed.

That's not what he asked you. You need to install a player that recognize the directshow plugin. Both WinAMP and Jet Audio player have built in support for OGG. Did you try one of those?
Once the OGG/OGM filetype is associated with that player, you should be able to play it.

I have a similar problem. I need to read ogg vorbis files for FLStudio. I downloaded the vorbis.acm and installed the .inf file. It does not appear in the audio codec listing in the sound control panel. However, it is listed in the HKLM\software\microsoft\windowsNT\drivers reg key. So it's installed in the system, but doesn't appear in audio codecs; and WMP and FLStudio won't play the file. (WinAmp plays the file using a DS filter). How can i get vorbis.acm to work with FLStudio?
thanks, Jong
