Cut and merge with TMPGEnc with least quality loss????

I'm using TMPGEnc & Want to cut some parts off a avi movie and merge them to a single mpeg file (VCD).
How to do this in TMPGEnc preserving the highest quality..? (even a guide will be useful)

pls help.....

Thanx..but any help with TMPGEnc will be really good...because I know its a good encoder..
So any help with TMPGEnc?
