How to open a downloaded .php file?

I just downloaded a file that is purported to be LAME MP3 decoder. It came over with a file extension of ".php"

My system, Windows XP Pro, is looking at it sideways, not knowing what to do with it.

And I certainly don't either. Anybody lend a hand to me, this idiot?

You didn't get the right file. Are you trying to download it from here?
