Im using the "Xilisoft 3Gp Video Converter 3" and it converts every file into Mpeg4.
It works very good.
Maybe you should try this tool (shareware).
If it works, you know the problem depends on your imtoo converter.
If not, the problem lies elsewhere (codecs, ... ??? ).

Not sure why you are converting to a MP4 file unless for ipod or you have a mac computer?
AVI with DIVX compression is quite popular for its small file size/good quality.
Using IMToo Converter 3.1? Try using DirectShow when adding WMV files. DirectShow decoder provides a much more stable way to decode Microsoft files. Also, make sure have proper decoder i.e. 3IVX.
As with most trial/shareware programs, there are limitations. You may want to investigate that on their website.

thanks for the help people, Mischcabobs advice about downloading the 3ivx decoder did the trick, does anyone know if theres a way to make the converted file smaller? im uploading it to my cell phones memory stick and theres only 64 megs on it so i need it to be a bit smaller than 7mb
also, the file only shows video when i play it in windows media player, it shows no video in winamp or on my phone

I have a Samsung D-600 and I want to watch clips on it.So I'm converting them to MP4 format with Samsung PC Studio 3.But when I play it the video is falling behind the sound. In other words video is slower than sound and video is falling behind.I don't how to say in English what I want to say exactly so if you don't understand I will try to explain again. So maybe some one knows what parameters do I have to set when I'm converting to solve this problem?
