Codec/Player That Balances Out Volume In Videos??? I'm Looking For One!

I remember once I saw either a player, or a codec that balances out the volume when a movie plays music, because every single movie I have watched on my PC, the movie gets loud when music plays, but the talking parts are too low.

If anyone can help me, thanks!

That feature is called 'audio normalization'. Many players and decoding filters have such option. For example AC3Filter and ffdshow.

Try using codecs with Media Player Classic that has normalization. Also, look at Dynamic RAnge control which is available in Windows media player series (good for watching movies).
