I have this annoying advertisement texts streaming all over the screan in the commercially made VCD's

Is there any program to remove this streaming texts superimposed by the companies that make VCDs out of movies

If the text is embeded with video then...NO. The video CD is copyrighted and likely has watermarks/text for a reason so people don't illegally distribute it or pass it on as their own.
