Sure, as long as you don't link directly to download files(exe, zip) you can put any link you want.

Could we bundle your SW codec(Codecs6026_allin1.exe) into installation CD or free license to us build in HDD image and put your web link in our product manual for user to download your latest free-codes?

I think in case of "Codec Pack All in 1" you should contact the sotware developers first.
