Problem splitting mpeg2 files using nero vision 4

Intention is to cut an mpg file into segments with minimum recoding. I am using nero vision with 'smart rendering' set on. Having problems with playback of resulting segments - video freeze - audio skips.

To test, I recorded 3 mins video from my tv card (hardware encoding) to File1. I loaded File1 into nero vision and without any trimming, I exported to File2 - it took about 10 seconds so I assume no rendering.

In winamp, gbpvr and nero vision File1 plays OK - File2 video freezes after about 6 secs, audio skips and then plays OK to end.
In gspot File1 plays OK - File2 shows same problems as above using both gspot and ms default graphs. Both files look identical in gspot except for:
File1 shows
'MPEG-2 Program Stream << { 1 vid, 1 aud }
Sys Bitrate: 4496 kb/s'
file2 shows
'MPEG-2 Program Stream << { 1 vid, 1 aud }
Sys Bitrate: 10080 kb/s VBR'

also file2 is 220KB longer.
VGS for both files looks identical with no discontinuities. Also file plays fine in VLC so assume no damage to audio or video streams.
K-Lite default install using 'klcodec287f.exe' - no mods or tweaks. (XP Pro SP2 with all the service)
