Who will be first to convert .IVR?

RealPlayer 11 has an option to "save" streaming videos, including many that were heretofore undownloadable. The saved files have a .IVR (Internet Video Record) extension. The doc says some video formats are transcoded into .IVR but RealMedia videos save as fast as the connection speed with CPU at only 1 or 2 percent so I'm speculating the .IVR is only trivially different than .RM. There is no inherent DRM with the format. The few videos I've saved will play in RealPlayer on my other PCs. Those videos had downloadable attribute set to YES by the host site.

So, who will release the first program to convert .IVR files into something more mainstream. I'd like to be able to edit out a bunch of stuff (they are long news videos that a family member is in part of). I already tried renaming them every other video format I could think of just in case they were close enough to be read that way; no go.
