Hi, I`m new in MP3 decoding. I`m looking for advice and direction on my following issue:

I try to write a small application that can read MP3 file and make sound wave analysis (report it's properties like max/min volume, frequent, and other audio characterics). Play the MP3 is just optional, all I need is to be able to analysis the wave form. But I'm newbies on MP3 format, can someone tell me where I can get the MP3 format specifications and a direction on MP3 decoding program library that I can use?
