Best Codec for Premiere

Hi. I'm newbie. I want to know which codec is best work for premiere.
It means, i ask you, i have to work with poor machine +
poor external (usb) hdd's + poor ram combination. There are
24 hdv tapes and hdv m2t will never work on this machine.
I'm thinking about downconvert videos to light codecs.
After editing i will replace original videos with them.

This is a no-budget motion picture. Original takes 1280 x 720
25p, JVC HDV. We will edit with simple cuts : no 3d, no CGI.
Resolution and quality not important at the edit.
we pay atention for frame rate (25)

Motion Jpeg or which one is best solution for poor machine,
slow disk and slow cpu?

ps: cannot work with mpeg bc uses cpu
cannot work with dv bc uses disk space and disk speed.
