Did you let a loose screw or piece of material get into it while the case was disassembled? You might want to get out your User Guide and Owners Manual, and read it vary carefully whild going through the process (once again) preparing for the installation doing the installation, and completing the install and closing up the case. Carefully review any instructions that might affect the "rocker switch", and any physical activity you perform that might, as well.
Before anyone here can help you with this issue, you will have to provide a much more detailed and physically explicit description of what you have done to the machine, and how it's behavior has changed since you did it.
---------------
EDIT
As noted by michellejane and williamsmith10 the 4 way rocker switch on this Acer model is a part of its mouse pointer system and is most likely supported by specific Acer drivers.
Loss of hardware drivers during replacement or reformat of hard drives is a common problem and results on many unhappy returns when reformat or replace is used as a substitute for problem identification and repair.
Cloning software can be used to advantage when replacing a HDD which has a known good OS and operating environment.
When upgrading or reinstalling a corrupt or unstable OS, it is important to analyze the Hardware system before the upgrade or reinstall, and ensure that the current driver file install packages for the hardware are downloaded, saved to a location that will not be affected, and ready for installation on the computer immediately after the change.

Excellent solution provided here . As per my opinion assume there is nothing wrong with the hardware, and treat it as if you either have infections or simply inexplicable corrupt system files... and like I said, back up what you need to keep and perform a factory restore. You know... when the laptop reboots, hold the Alt key and hit F11 to access the restore partition. That is the standard Acer procedure. You should also be able to access it from the Acer technology panel.

I think Rocker Switch need a software to operate. and which is install on you old HDD so it works on it. but as per you write that you install new HDD then you need to install its software. and you can fine that type of all tool on acer official site. so find over there and install it.
