There is no best. There are simple, common, more advanced etc., freeware, payware tools. Depends on your needs.
Sure you'll need the XviD codec.
I use DVD Decrypter for ripping & AutoGK for encoding. These are freeware.
Worth to read the pinned topic: DVD Backup, Guides, Resources.

If you use AutoGK please read carefully entire description page.
QUOTE
- "AutoGK installs the Desktop Advertising Engine (DAE) by ResponseTarget. DAE collects surfing data, forwards it to ResponseTarget and pops ads on the desktop when browsing. DAE is therefore both spyware and adware." Thanks PvdL.
- len0x - the man who "sold his soul to the devil" and the author of AutoGK - said that "DAE can be safely uninstalled from Add/Remove programs with no traces left."
- Update can always be installed over the old version. If full installer ever requires uninstall of the previous version then you will see that upon launch.
• Related downloads:
- Hidden Option Tool: enables some of the hidden options for AutoGK. It has to be placed in AutoGK home directory to be launched via CTRL-F9 from AutoGK.
- AutoGK Assistant : another utilily that allows to set hidden options (more than Hidden Option tool at the moment).
